Morgan Biggerstaff is a Senior Associate at BKS Law Firm, PC. Mr. Biggerstaff provides legal services for municipalities and special districts regarding water, wastewater and recycled water. He also advises private clients in obtaining and developing water supply for agricultural, municipal and industrial use.Mr. Biggerstaff’s areas of concentration include water supply and quality, wastewater and recycled water, environmental law, real property matters, public agency governance, customer services regulations, rates and charges, public works bidding and contracting, and water rights. He has solid experience in navigating clients through public agency governance issues such as the Brown Act, Public Records Act, Political Reform Act and common law conflicts of interest, environmental documentation and compliance, and appointments to local agency legislative bodies.Mr. Biggerstaff was Assistant City Attorney for Santa Rosa serving as primary counsel to the City’s Board of Public Utilities and Santa Rosa Water. Prior to his time at the City of Santa Rosa, Mr. Biggerstaff was in private practice where he provided general counsel services to a variety of special districts.
